CVE-2026-20181 — Cisco Identity Services Engine

CVE-2026-20181 is a critical vulnerability in Cisco Identity Services Engine (ISE) and ISE Passive Identity Connector (ISE-PIC) that allows authenticated administrators to execute arbitrary commands on the underlying operating system with root privileges. No evidence of active exploitation has been reported, but the risk of privilege escalation and full system compromise is severe. CVE-2026-20190, a related high-severity flaw, can also expose hashed credentials and sensitive data.

Attack Vector

Attackers require valid administrative credentials to exploit CVE-2026-20181. Once authenticated, they can send crafted requests to the ISE or ISE-PIC web interface, resulting in arbitrary command execution on the host OS. Successful exploitation grants root-level access, enabling attackers to manipulate system files, install malware, or disrupt services. In single-node deployments, this can cause denial-of-service conditions. CVE-2026-20190 may be exploited to access hashed credentials and other sensitive information, increasing the risk of lateral movement.

Who Is at Risk

All organizations running Cisco ISE or ISE-PIC are affected. Both standalone and distributed deployments are vulnerable, but single-node setups face higher risk of complete service disruption. Cisco is the only confirmed affected vendor. Any environment granting administrative access to ISE/ISE-PIC should consider itself at high risk until patched.

Patch & Mitigate

  • Patch: Apply the latest Cisco security updates for ISE and ISE-PIC released June 2024. Refer to Cisco's official advisory for exact fixed versions.
  • Workaround: No viable workaround is available. Restrict admin access to trusted networks and monitor for unusual admin logins as a temporary measure.
  • Detect: Audit logs for unexpected administrative actions, command execution events, or anomalous access to sensitive data. Monitor for signs of privilege escalation or service disruption.

  • TA0001 — Initial Access: Attackers must obtain valid admin credentials to exploit the vulnerability.
  • TA0005 — Defense Evasion: Exploitation enables attackers to operate with root privileges, bypassing standard OS protections.
